I was wondering if I could do home yearly inspection on how my tenant is maintaining inside.
Would it be legal to do this ?.

Sure. Just make sure that you put a yearly "safety inspection" or something similar in the lease. Many landlords put in a "smoke detector inspection" or something similar.
